Neal Bloom

Neal Bloom is the Managing Partner at Rising Tide Partners, an early-stage venture firm based in San Diego, California. Before transitioning to venture capital, he studied mechanical engineering at the University of California, San Diego, and worked as an aerospace engineer on NASA's Space Shuttle Main engines and the Artemis program. As a serial entrepreneur, Bloom co-founded the talent platforms Hired.com and Portfolium, the latter of which was successfully acquired by Instructure. He subsequently co-founded the investment syndicate Interlock Capital and led the non-profit Startup San Diego, helping regional founders raise millions in capital and create thousands of local jobs. Additionally, he has been an active investor with Tech Coast Angels and publishes a newsletter reaching thousands of subscribers. Bloom currently focuses on backing early-stage software and hardware technologists while fostering startup ecosystems through his firm.
